Should I complain???

I also vote with the folks who think that you should complain. You probably want to give the seller a chance to make it right and if he doesn't then it is another fact you can add to assist others to not deal with that seller.

Thank you to the posters with ideas about limits and bio-security. I'm new to chickens and will probably never become a breeder, only a hobbiest, but there is some eyeopeining information here.
 
Several years ago when I was new to poultry I was taken in a very similar way. I didn't know what to look for or the right questions to ask. The seller knew I was new and took advantage of me. I had emails where they stated certain guarantees and I held them to those guarantees after a certain amount of fussing.

I was living in Edenton, NC then. Steve is correct that there aren't many sellers in E. NC. I would be interested to know (via PM) if it was the same one.

I think you should complain, but consider it a lesson learned about quaranteen and inspection of your potential chicks. It is easy to trust someone b/c they are a fellow byc'er.
