Cortunix... Mine did fine IN a building down to -25f. I did have a heat lamp over their water to keep it from freezing but I don't think it threw enough heat to help the quail.
I guess I raised them for meat and eggs. If you are interested in Buttons, I would imagine you are after pets/eyecandy. If that is the case, I would give them a "house" with some form of heat. They don't roost to keep their feet warm so extreme cold on wire will probably cost you some birds
