Why would you alter the natural landscape? Isn’t it beautiful the way it is? Maybe you think man can make it better?
ya... by building contours on the hill side and damming up areas to form ponds and collect rain that will soak into the ground...

Right now in the desert everything flash floods during rain, because the ground doesn't catch and absorb water... creating swales starts that process. adding grass and trees helps it even further

Water already pools in low spots naturally. its just creating extra low spots that overflow into eachother... so yes it is altering the landscape, but using natural approach which benefits the land... especially dry areas.
 
I actually inadvertently did it at my "old" house by creating terraces for the chicken coops and swales to prevent water from flowing down into them... they pooled up a lot of water during rain and soaked into the ground... giving my fruit trees and cactus major water reservoirs to thrive in during summer.
