Ir source heat pumps maybe. Ground source no.

I use multiple air source heat pumps and they work best when they are not trying to extract heat from really cold air. Really cold means just a couple degrees below freezing. So I have the units indoors where they pull heat from air in a room. Room already heated for other purposes.

The few times I remember it snowing once it actually accumulated but usually it hits the ground and disappears. And a few times where someone saw a random flake and by the time I heard it was a blizzard lol. I was driving in ky one time and it started snowing giant flakes it was pretty cool but weird
