I know that the counsel you were given was in good intent, but reason tells me if an experienced big time breeder like Legg uses them it can be done right.
I think that soon after my email with him about the heated roosts, the next UPA magazine had his heated roost article inside. I don't need a heated roost so I don't have experience in it so I can't say how safe it is or how much you should keep an eye on it, but it does work for large peafowl breeders.
