Not sure about when to move to a brooder. I guess that's some point before 48h after hatch and he's perked up a little. Do you have a runt or a passive chick to give him some company? You'd have to monitor to make sure neither were picked on, but it might help him perk up if it goes well.

Mine are late day 19 and I have some major anxiety about them not hatching :/

Don’t worry! I’m sure your chicks will hatch, sometimes they just take a bit more time.
I might move him tomorrow morning. I’m always expecting the worst when I wake up, but I have the perfect chick to keep him company tomorrow.

Try not to worry! It can be stressful but late hatches are very possible. We had our miracle silkie baby hatch on day 26! I was absolutely beside myself, it was amazing. I’m sure you’ll get some hatch soon.🙏🏻

The chick isn’t eating. He can stand but can’t walk, he just falls over and then can’t get back up. I am manually giving him water and attempting to give him food, and moving to the brooder today.
Another way to explain the leg: it’s like the leg is straight until the feet, then the ankle seems inflamed and the entire foot curves. The chick rests on his entire leg, except for a bit of the upper part. This means he cannot sit up on his other feet either. I feel so bad for the poor guy, and I’m not sure if he’s going to make it.
 
We have one baby out as of about 30 mins ago :D
