Only one suggestion - pigeons like to perch with their feet flat rather than gripping. Try offering him this option and see what he chooses?

Lulu is my Diamond Dove, an Australian species. ^^ I have have had him for four years alongside my Japanese Quail Scrappy.First time seeing Lulu. Is Lulu a Dove breed? Looks considerably smaller, at least in pix. How long have you had Lulu for?
