My suggestion is to alert the agency he pretended to be a cop for and see if they would like to charge him. Some agencies get really ticked if you impersonate them.

That won't be enough for a conviction. A janitor could say he worked for the State of Minnesota Highway Patrol and be truthful.
If on the other hand s/he did state that they were a police officer that might be a different story.
