Splay legged chicks?

I've only had one bird with it but I was told it might be genetic.
 
i hatch about 2-300 quail per week i use paper towels in the brooder on the floor and 99% of the time if you just leave them alone they will start walking normal in a day or so as long as they are not too crowded

i have had some hatch here lately where they just lay on their side and kick they never do get up and run around probably 1 out of 100 do this ? i let them go for about a day to see if they get over it then cull them
