I had a chicken who went broody and I snaped her out of it it's been 2 weeks and she still not laying. Is this normal?

It depends how fast you stopped her. If she was able to sit there for a week or two first, she absorbed all the eggs inside her so it takes 10-14 days to create more. If you caught her right away, she's maybe not broken of being broody completely. I am constantly breaking silkies from being broody and generally it's a few days later I see the number of eggs increase again.

It can take longer for her to start laying again. It's also very possible that due to the season, she might not start until the days get longer again

Very normal. They don't resume laying again for a few weeks after going broody.
