Tilapia would be best, but they are *almost* forbidden in this state. HOWEVER, if I'm willing to submit to inspection (which I already do as part of my NPIP), because it will be placed inside the greenhouse, and because the greenhouse/barn sit within a "bowl" in my property, there is no (not even 10,000 year flood) condition that would allow the fish to escape. So I may be able to get those permitted (and might be the only private individual in the state to do so). If I can't get permitted, catfish.
