First, do you really need to have a cement foundation? I just had a 12'X36' chicken house built on skids to avoid having to run permits and mess around with all that.
Is there some way to jack up the building and slide it over an a skid type "foundation"? That way you shouldn't even have to run permits for any of it. Here is is any building up to 120 sqft needs a permit if it has a permanent foundation.
I bet if you go down to the VFW and ask around, you can find people to help you to do the raising and moving. Also, you might even recruit more chicken lovers with the same affliction who need chickens to help them cope too. Rabbits are also wonderful to help relieve stress and you can keep those easily enough in a garage OR right in with the chickens by mounting their cages on the walls! Win Win!!!
Also, if you are interested, and you can't have roosters, I have a lovely little Sebright hen who crows right along with the boys! Then when they neighbor complains about that, you can show them the little white eggs she lays. ha ha ha-ha haaaa ha!
