I don’t see anything in the BYC rules that says the seller must be npip. Is this something that is just taken for granted that all sellers are npip?

It's not a BYC rule, but it is technically the law that you are supposed to be NPIP certified to ship birds and eggs to different states. There are a couple states that don't require it, though, but overall most of them do.
 
NPIP is a voluntary program, and still no guarantee of anything, except that the birds were clean at testing time. I understand the post office guideline, but it’s not even remotely enforced. Not that that’s an excuse to do something wrong, but it should be up to the buyer, if they want to take that risk. Jmho

I understand buyer beware and agree with it, however in this case it is just not the buyers property that is put at risk. It is everyone living near the buyers property that is put at risk.

You are correct when you say the birds were clean on the day they were tested. However, they are tested often. I have to test every 90 days for avian influenza.

I am hoping there is a test for Newcastle that is added and required soon...

That said if a person hatched eggs cleaned and disinfected the incubators and quarantined the hatchlings for 30 days it would give the same results in the end of stopping diseases.

I admire your moxy. I could never get $2.50 and egg for my mutts. Even my showbreeds don’t bring that.

If you really want to sell eggs across statelines just become NPIP. It’s not that hard to do, just a little time consuming. The import permits to each state vary in cost but they are pretty cheap.

Most states require a permit or license to ship birds to them. A couple don’t but they require you be NPIP.

In my state they require I send them a copy of everywhere I send birds or eggs too...
