Them would be hackle feathers, I believe.
They kinda come down from neck on?

Yes, they're all down his neck and some on his back like a ... saddle, I guess.
 
Doesn't sound like a pure leghorn to me. Maybe a golden sexlink male?
Even as a leghorn roo does get older the yellow or golden doesn't show that much. Ya really gotta look for it.

That's the bird I was thinking, I knew Sexlink of some sort but couldn't quite grab it.

D'aww, isn't he cute? No, the white roo has a really short tail and long legs. His tail is about the same as the hens'...

Without the black tail feathers? Okay, probably an Amber sex-link. I had one just like what you've described; short tail, light golden hackles and saddle, white everywhere else, with small flecks of brown on the wings, and odd speckles of black on his wings and tail.

He was one of my sweetest roos and I'm so sad I had to get rid of him. If only he wasn't SO noisy, I would've had the opportunity of keeping the little cutie. He would follow me around like a little puppy, he wouldn't dare hurt me, and he would actually guard me from his evil twin brother.
