Things to look for will depend on what your goals are with the breed. Do you plan on showing or are you just looking for pretty eggs to add to your basket?
As a rule of thumb these are a few things to look for and I am sure I will miss some things, but I know other fabulous Wellie friends will come in and help out.
Overall health and vigor. Ask questions and don't be afraid to. Information is a good thing.
Ask to see current egg color.
Leg color- yellow
NO Feathers on shanks, toes or in between toes
NO White feathers of any kind. (grayish fluff at the tail break is not necessarily desired, but is not a fault)
Red earlobes, Welsummer do not have white earlobes.
Good tail angle- close to a 45 degree
Nice upright semi boxy stance in a rooster. Welsummer roosters IMO should give off this "hey, look at me.....I'm proud and I know it!" sort of vibe.
Eyes- reddish bay
Males- some reddish mottling in the breast of the males....but not too much. Not more than like 10% I believe.
Hens- IMO should show nice vivid coloring with good shafting in the breast and back.
Comb- Male 5 even serrated points and the blade of the comb should not touch the back of the head, in my opinion.

That about sums it up! Thanks for answering that. I have been super busy working, and chick orders are coming in like crazy already for march thru september shipment! And Robin is down with the Flu(along with her hubby and daughter) so she has not been able to chime in. I try and get on here daily, but doesent always work out with work schedule, and entering in orders and sending out confirmation invoices to customers.
