I have seen animals get sick from eating road kill. In one case I believe the animal had been poisined before it was hit. In another it was Bot. I think. My family does not eat even freshly road killed deer because of bone splintering issues.
It is possible to get sick from game, but with proper handling it is as safe as most foods.
I think the problem is larger instiutions can't tell if it is properly handled.
