Rap is a style. The content and music changes. Yes, today we think of the publicized rappers in street culture but there are others. The Jewish rapper comes to mind that raps in Hebrew.

Lots of K-pop and J-pop includes some rap. Their rap is often part of a love song, which is a nice change from a lot of what people consider rap now where it's all about violence, demeaning women, and more violence.

It goes even further back. Marching chants, proto-germanic rituals, all kinds of historical examples of rhythmic cadenced call/response type stuff worldwide.
