For the loaves of bread I find in the store, if the package says "100% whole wheat" in big letters, the ingredients do not list other kinds of flour. If exceptions exist, I have not seen them (and yes, I have looked. I look at the big label and then I check the ingredients before I decide about buying it.) I have assumed this was caused by the laws about how things must be labeled, but I do not know that for sure.
For recipes online, I could easily believe any combination of terms going with any kind of bread.
