I'm sorry you and this roo have to go through this!!! You know, you might try ice on his comb for a bit before you cut. Not only will it numb it but also constrict vessels so it doesn't bleed so badly. As everyone else has said, keep everything as clean/sterile as you can. I would hold off on aspirin until you know his comb is pretty scabbed over, as it can act as a blood thinner and he can bleed more easily.

As for bleeding, I am always amazed how these cowboys castrate cattle, horses, brand or put ear tags on, all out in the field, no pain killers, no blood stop, nothing! Just hack it off, turn the critter lose and it's done!

Definitely watch some videos Saaniya, and also, after the procedure, make sure to keep him in a sanitary place away from the others for a while. Use some antibiotic lotion on the comb to prevent infection. Right after, I would keep him in a darkened area too, darkness quiets birds and he will no doubt be shocky. If it's not roasting hot when you do this, I would be ready with heat. Shock causes chilling which in itself can kill.

Just be ready with all your supplies, I think he will benefit from this over all. Every time we do stuff like this it's a risk. But speaking for myself, every procedure I've done has turned out well for the bird. If the issue itself is going to kill the bird, the procedure is worth trying.

Here cock comb is similar with my tootoo but I'm very shocked to see there's no much bleeding as people says big Combs bleed:idunno

I think scissors are the tool of choice because it will pinch the blood vessels as they cut.
 
Helpful tips for when you dub. A few days before you start begin giving him vitamin K to aid clotting. Dub him late in the afternoon so his crop is full and he can go straight to bed, if he isn't running around he will bleed less and heal faster. You already know to dub when the weather is as cool as possible. When you cut, go from the back to the front. Get a second person to help if you can, you really need one to hold and one to cut.

I agree here, scissors are probably the way to go, but they need to be extremely sharp.
