This is very true, don't cut close to his skull at all you could accidentaly kill him. Big thing is have all your supplies ready. Scissors, a towel to wrap him in while you operate, flour, or alum to apply to the wound and if possible an ice cube to apply to any arteries you may hit. But TwoCrows is right only remove enough so he can function, with you being in India he needs to keep as much as possible.
Only cut what is needed. Do not cut really close to the head, it's not necessary. I would imagine the bleed will be much less the further you cut from the thickest part of the comb.
 
My thoughts are to use scissors too. Even if you have someone helping to hold the bird to cut quickly and effectively that’s what I’d do. To use a scalpel or a knife would require #1 laying the Roo down =VERY stressful or#2 holding the edge of the comb with one hand and cutting =messy and hard to be actuate. Pinching the comb and cutting with scissors sounds quick efficient and less stressful. Just my opinion.
 
As for bleeding, I am always amazed how these cowboys castrate cattle, horses, brand or put ear tags on, all out in the field, no pain killers, no blood stop, nothing! Just hack it off, turn the critter lose and it's done!

Definitely watch some videos Saaniya, and also, after the procedure, make sure to keep him in a sanitary place away from the others for a while. Use some antibiotic lotion on the comb to prevent infection. Right after, I would keep him in a darkened area too, darkness quiets birds and he will no doubt be shocky. If it's not roasting hot when you do this, I would be ready with heat. Shock causes chilling which in itself can kill.

Just be ready with all your supplies, I think he will benefit from this over all. Every time we do stuff like this it's a risk. But speaking for myself, every procedure I've done has turned out well for the bird. If the issue itself is going to kill the bird, the procedure is worth trying.

There should be very little shock. He is nervous when you touch his comb because for roosters the comb is a weak point that other roosters will grab if they fight. You could calm him during by covering his eyes. He is much tougher than you think. Very lucky boy to have so many who love him.:)

Oh now I got I will cover his eyes with my cotton pads I used to remove makeup ..yes u r right maybe he's nervous he act like those girls who angry if someone touch their ponytail :p

If he’s still alive after all this time it isn’t affecting him that bad. Wait til it cools down. Withhold water for a day before. Use sharp leather cutting shears. Wrap the bird in a towel tightly. One person hold, the other cut the comb where it folds. It will bleed a lot. Dunk his entire head in ice cold water and then use blood clot, DE, firewood ash to help the blood clot and scab over.
You need to be able to cut it quickly. Clean cuts heal better, bleed less and are easier on the bird. The vitamin k before hand will help the blood thicken and it won’t flow as fast same as lack of water.
