I would consider running your IncuView with a slightly higher humidity for the first 18 days, nothing crazy, 40-55% and see if that helps next time.

Have you checked your state thread to see if anyone there has recommendations for hatching parameters? I know the altitude can do weird things.

Oh, I missed this, but you're already off doing your thing. If you candle, the air cell should be drawn down below or to around where the pip hole is. Sometimes you can also tell just by peeking in the existing pip as well.

I know I'm not hatching anymore but here are the cute babies I got today. I went in for 4-5 chicks ... came out with 9. My husband said get what I want and some I wanted were on sale and the sales lady literally pleaded with me to take the last 3 of one breed bc they needed the space. So of course they had to come home with me.
