Your farmer neighbor sounds, umm... like a Stew Pidasso!

Personally, I would see the bullies off who are creating that big of a laying issue in your flock, good layers or not.
They are replaceable IMHO.
I have interacted with people who have successfully used the peepers, taking a month or longer to see results. I probably wouldn't use them, as I have zero tolerance for bullies.
It's odd how the dynamics are often what shapes MY flock of who comes and goes. The birds I still have or don't aren't what I would have originally thought of.
But it is what it is, and my flock is *generally* good.
It's awesome that you pay close enough attention to see who is causing the problems and take action.
