If you've done a couple of repeats with Permethrin and used Elector PSP as well, then likely those egg casings are empty/dead. Anything in them has already hatched out and died.
The nits/egg casings are attached by a type of "glue" and will still remain. Sometimes they will come off in time when the bird preens and dust baths. Some folks apply a little coconut oil to the nits to help loosen them and chip them off if there are a lot of them.

They have lost butt feathers from this. Will they come back in? TY again!

Depends on what they look like, if they were broken off and the feather shaft is still intact, then likely they won't be replaced until they molt.

But, yes...the feathers should eventually come back.
