You could try draining it. Use the smallest gauge hollow needle you can find and insert it, then leave the needle in place and gently push on the blister. The fluid will come out but the hole isn't big enough to let air back in. So once you remove the needle it will reseal itself.
If you know a diabetic or someone who injects medicine those are the best needles.
 
I wonder if the way it’s hanging is the reason it isn’t absorbing, ya know like if it was in more contact with the skin with gravity pushing it toward the body, it may absorb faster, but it’s just dangling in a sac of skin.

Just read Nunny’s post. I’d have to agree with trying to drain it at this point. If not, I think it will eventually bust it and possibly do more damage tearing the skin away. At least if you do it, you can kinda control the point of exit.
