URGENT HELP WITH HATCHING DUCKLING

hello! i have 4 eggs and one hatched this morning, ones in hatching and one is a bit younger so still developing.
its another one wich im very concerned about, he had 2 VERY big air sacs from day 13 already, and it didnt shrink or something till day 30 (today) and our neighbor used to be a vet so he came to take a look, we didnt see any movement at all or hear any pipping so he said that its probably dead because there also werent a lot of veins.
he said that it probably dried up and we always check our dead eggs to see what the problem was because most of the time we can do better next time!
he opened it up and he was shrink wrapped like a LOT!
he opened the membrane and he was still alive!!!! just VERY small and he also had his yolk still, so he said to put it back under the mom and wait, but he said he’ll most likely wont make it anyways.
what do we do?!?!

2 air sacs? Do you have any pictures from when you candled? There should only be one.
Air cells aren't meant to shrink, they grow as the egg develops. Just because he's a vet doesn't mean he knows about eggs, if there's ever veins visible, the egg is usually alive and should be left alone.
Now that it's open, moisten the membrane that's exposed with vaseline or coconut oil. Also can you get a picture of it? Do you have an incubator or heat lamp? What breed is this?

Do not assist further, give it time.

i dont have a picture since he is under the mom, the mother has taken it out of the nest twice thats why i knew that there wasnt really anything other then bad news, hes still breathing a bit but feel like the feller wont make it. i wet it a bit and the mom also went for a quick swim so im hoping for the best, theres not a lot of blood so the vessels are almost done but hes very oddly shaped, head between feet and very long neck small narrow head, theyre runner ducks

I would personally take it off mum, but you'll need an incubator or heat source, and a very humid room.
Take it out from under mum, put vaseline on, or at least coconut oil, which will prevent shrink wrapping, water won't work it will dry almost instantly, and take a photo. Then put it back under her and if you want to try and save it, go get an incubator ready.

Any blood vessels are proof of life, it doesn't matter if there aren't a ton, that just means they're in the process of being absorbed. The odd shape is likely due to him being premature and still wet in the egg. I wouldn't worry about that right now. But it's important to do what I said if you want to try and save it

hes like half out but his head is between his feet, i’ll make a pic but its quite scary looking, hold up
 
i have a huge feeling he passed, dont see any movement
