Valentines Day chicks

It does look a little dry but it's just an external pip, not a zip so it may still be absorbing the yolk sac. It's not unusual to see them rest after pipping and then proceeding to unzip. I've done plenty of assisted hatches but never with quail. In general it's the same as with chickens, but in miniature. For now I would wait until you see it actively pecking at the shell and trying to unzip.

Bummer, cedar is a no no. Do you have puppy wee pads? Those work great for newly hatched quail.
Changed everything out. Ready to move,but can I with this guy?

I would since it have been 24 hours since the first hatch. The early hatchers are probably getting pretty thirsty by now. It looks like it pipped through a blood vessel but I'm sure it will be just fine. I have seen it a few times but I've never lost a chick to it.

33 out of the incubator and more hatching 😍

If brooder temps are 96 and they’re still huddling together should I increase temps

I always go by how they're acting rather than what thermometers say. A warm side and a cool side are important so that they can regulate their temperatures whether they need to cool off or warm up. So yes, I would lower is a bit if they're huddling under it just watch for panting, holding wings away from their bodies, or staying away from the heat source, that would all mean it's too warm. You're goal is to see them snuggling under the warmth and spreading out to eat and drink. The first couple days you probably will see them sleeping more though and that's normal for newly hatched chicks.
