Actually a big difference between concrete and cement. No, I'm not trying to be funny. Concrete is the result of mixing 1 part cement (grey powder you purchase as in "Portland Cement", 2 parts sand, 3 parts aggrate (stone/rock) and then letting it cure.
What you would want to use for your mosaic would be a mortar mix. Cement and sand and it could even be colored to give a background hue.
