what breed is my adopted roo?

I adopted this roo from my local flea market, his tail feathers had been pulled out

so we gave him a good home! The guy I got him from was not a real "knowledgeable breeder" and couldnt tell me what breed he was, so help I'm curious

Are you sure his tail feathers had been pulled out? Could he maybe be a rumpless breed?

ETA, I meant a mix of something that was Rumpless.
