What could this be?

My two six month old Gold Brabanters. Out of the nine chicks we got in March, the GB is the only breed we got two of. The one with the Mohawk is Hey Hey. He had a Mohawk at 3 days old. The other one is Kitty. I believe Hey Hey is a roo but although Kitty has no tail, no mohawk, she's not laying eggs and like Hey Hey does not have black spots runnning up the back of the neck. She is shyer than Hey Hey. I have seen them bowing down to each other and Hey Hey, while sweet, does run at you if you're holding a hen and they're upset about it. There has been no crowing or practice crowing. I was told if my hens were laying, the roosters should be crowing. So Hey Hey is a rooster but what is going on with Kitty?

Appears a pullet... Both of them.
Why do they look so different and why aren't they laying eggs yet? I got all the chicks at the end of March so they are all 6-6 1/2 months old. I've been getting eggs consistently since mid August

Just different variety in breed. Young hens don`t always lay at that age they might not lay till spring.
