What is he?

I don't think he's a leghorn. At least not a pure one.
(Barred) cuckoo leghorns are next to impossible to find. It would be ultra rare to come across one.
He doesn't fit the leghorn look imo.
California grey is a breed that looks a lot like a cuckoo leghorn except a heavier build.
But IDK he sure looks single factored barred instead of double factored which would point to a cross.

Where did you get it from?

I live in New Zealand and we are very limited to the breeds of chickens we can get. The breeder said we haven’t been able to import any new breed since the 80s. I imagine because of that, there are probably few true true pure breeds still here. She does breed leghorns and on her site it said she occasionally has a cuckoo leghorn. Does that mean a barred rock and a leghorn has been crossed??
