The pink/red color shows up, but isn't a guarantee on silvers.

Split them up, see which one lays eggs. If the silver is the one laying eggs, it's just a female that looks like a male. If the non-silver is laying eggs, it might be more interesting.
I have no way to split them up at the moment, and I did once before and tried to pair them differently and both became dangerously depressed.
 
In that case, I sincerely doubt they're both males. Male button quail, as I'm sure you know, don't like each other at all. If they get along, they're probably male and female.
this is very untrue, once paired with no female around they get along Very very, well... I have given away 5 male pairs to friends, and never have they fought.
