What to do with her? (Escape Artist)

Our bantam cochin named Rusty #2 has escaped her yard so many times that I've now lost count. We keep adding more netting, double checking sealed holes, etc..
Nothing keeps her inside.

She's spending more time inside our house than out in her yard due to her not sleeping in the coop.
She's the only who escapes and if she keeps it up, she'll end up getting killed by either our 8 month old female dog or our 7-8 year old female dog. Luckily our 6-7 year old male dog leaves them alone.

My request to just keep her as an indoor hen has already been denied.
I'm not getting rid of her either unless my friend's parents agree to take her.

What should I do to keep her safe and secured?

Seriously though, have you got the option to keep her in a completely enclosed run? Not ideal if you like to free range but better than being got by a dog. Have you clipped her wings?

The run is enclosed, that's what the coop is in and the run has netting over top.
We will never clip our chickens' wings.
 
I will follow this thread. Somehow she can knock over 10 FLIPPING CINDERBLOCKS STACKED ON EACH OTHER WITH JUST HER HEAD
 
Is she getting picked on? My hens usually stay together. They don't like to roost alone, so is she escaping to prevent being harassed by the others? The only time I have had "loaner" chickens , its because the others were not nice to them.

Nope. Despite her and 2 others being bantams in a flock with 5 standards, she's actually near the top of the pecking order which surprises me.
