IMO...That is, without a doubt, a feeder for wildlife. You fill it full of feed corn in order to draw bear and deer into an area. Legally you're supposed to have removed all of the food before the beginning off hunting season. I'm not sure exactly how long though as I don't put out feed (maybe 60 days). To hunt over an "active" feeder in PA draws hefty fines and gets the area closed to hunting for the season. You may draw some deer and bear into the area with it, but most of the folks I know end up with mostly squirrels, other rodents and wild turkeys devouring most of the food.
