Ah Cindy! I did not say for bear baiting, I said for baiting game. Could be crows, coyote, fox, lynx, wild cat, cougar, or any predator. Other partys suggested bears, but for me that would be far fetched, I prefer the others I have listed above.And don't fool yourself, there are MANY persons (poachers, low down hunters, non sportsmen, etc) every where, including PA, that care less about what is illegal (I guess you have no need for law enforcement officers in PA.
IMO...That is, without a doubt, a feeder for wildlife. You fill it full of feed corn in order to draw bear and deer into an area. Legally you're supposed to have removed all of the food before the beginning off hunting season. I'm not sure exactly how long though as I don't put out feed (maybe 60 days). To hunt over an "active" feeder in PA draws hefty fines and gets the area closed to hunting for the season. You may draw some deer and bear into the area with it, but most of the folks I know end up with mostly squirrels, other rodents and wild turkeys devouring most of the food.
I had an odd thought...chances are the attorney who prepared the deed and the closing papers has the forwarding address of the sellers and may be willing to give it to you, or forward a letter from you to them. If it were not that long ago you bought the place...just drop a letter in the mail to your address and the post office will forward it to them.
You might ask them what they were for...but if they were for some possibly illegal activity they may not be too forthcoming with the information. Just a thought.

My Friend had several of these in his yard a long ways from his house and they were compost bins.
He located them away from his house as to not attract wild life to his backyard and so he, his family and his guest wouldn't smell the rotting vegetables fruit and other things he added like leaves and grass clippings.
The chicken wire is to keep it all secure and piled, air circulation and the step is so it can be easily turned from the top and when the compost was done it can be lifted and moved so the compost can be carted to the garden.
i wonder since they seemed to like the bears that maybe they camoflaged it and watched from inside the box.. or shot pics? like a trees stand on the ground?
I don't think I'd want those boards and chicken wire being the only thing between me and a bear....
Did they have livestock? It could've been a homemade round bale feeder.
