Is there any chance you could maybe educate your dad on chickens a bit? I don't know how much he really knows about them, as you have made it sound like he isn't letting you take care of them properly. I know all these comments are probably very stressful, and I know it must be hard asking your dad for all these things, but it's in the best interest of your birds. Tell him all about what a baby chick needs: space, heat, nutrition, etc, and then he won't be able to say no to letting you keep your birds inside and warm until they're old enough to be put outdoors.
If you and him can't get things worked out so that your birds are in liveable conditions, you might consider giving them to someone else to take care of, and visiting them every so often. Another option would be to have someone else raise the chicks (if you know anyone that would do so for you. You might also need to compensate them) and essentially buy them back once they're old enough to go outside. Anything that lets them grow up in safe, comfortable conditions is a good option. If you can't honestly take care of them the proper way right now, that's okay! But you need to find someone near you to help, or to find a way to give them better conditions QUICKLY. After all, they're just babies, and nobody should leave a baby without proper care.
