What's wrong with my coturnix quail?

I think she's sick but I don't what.. she hasn't always looked like this, none of my other birds are like this. She's been acting kind of lithargic. I was thinking she might be egg bound, I haven't checked yet but I will now. If anyone has any ideas on what this is and how to fix it, please tell me. I quite like her and I don't want her to die.

She's also been sneezing a lot and she won't move her head away from her body, is she cold?

we just gave her a epsom bath and then dried her, we can't feel any egg and she has been pooping, but not very big ones. She has been eating. She also has been molting for the past month. She is currently on a heating pad with vitamin water and calcium supplements in the food we have given her.
