I think it is rather ignorant to assume that kids will be kids no matter their parents, and vise versa. We are all different, as are all parents and all children. I think there are certain boundaries, but parenting definitely CAN determine whether or not a child misbehaves.

It's quite true that SOME kids with throw things at cars unless an adult is supervising them. This doesn't mean all kids have this problem. It also doesn't mean all parents have stopped parenting effectively. It doesn't even necessarily mean the parent of THAT kid has 'stopped parenting effectively'.

Where exactly does your solution end once it gains a little momentum? With killing off the mentally disabled? After all, aren't they a bad example, weak in character, lazy too? Which ethnic groups should we get rid of first? Which races?
Who defines what junk food is? I say all beef and pork is junk food, and brown rice, unless cleaned by my mill, is junk food. I say 'organic' food is junk food and false advertising. I say MacDonald's is not junk food and Taco Bell is. What's poverty? I say anyone who doesn't have an Escalade is poor, and anyone who makes under $95,000.00 individually is in poverty. Sterilize 'em.
Some people say coffee is a drug that is abused. Others say aspirin. Others say that twinkies are a drug.
And, what exactly is poor parenting? I say unless you breast feed your child til he's seven, you're a poor parent. I say if you don't beat your children if they don't fall asleep at 8:30, you're a poor parent. I say if you punish your child for spilling a glass of milk, you're a bad parent. But if you don't beat them for getting dressed slowly, you're a bad parent.
In other words, which omnicient, completely fair and wise person, is going to define poverty? Or junk food? Or drug use?
The idea, this concept that the poor can be killed off, is patently absurd. Poverty is not inherited. It is a social issue, not a genetic one.

One of your assumptions is that the child came from a poor family, and that that had anything to do with why she threw a stone.
For all you know, she was the child of very rich parents, far richer than you, and she threw the stone at the car because her mother just got killed in a car accident.
May I ask if there is some subtle (or let's say not so subtle) implication of the child's race or ethnicity in all these discussions, and that's what's really behind all this? Are we really talking about sterilizing people of a specific race, or ethnic group?
And if not, why isn't that made abundantly clear in these discussions WHO is being discussed and who is not? And why do these discussions ALWAYS seem to be about 'Them', 'Those People', 'The Others', 'the person I saw'.
And why is it never YOUR child that has a problem or YOUR parenting that is a problem? Why is it always 'someone else's problem'? Why is it always 'those people'?
Some kids are poorly parented. Some schools need improvement and some teachers are burnt out and not doing a good job. But school performance is really not that simple or the problem would have been solved some time ago.
Some parents are not doing a good job. Some kids are juvenile delinquents, and a very few kids are murderers or have committed other severe crimes.
I've also gone to college with kids who were the first kids in their family to get a HIGH SCHOOL diploma. I went to college with one kid who was left under a bush when she was born, and was picked up and raised by some migrant workers. I went to school with another kid whose father was in prison for armed robbery, I went to college with kids whose parents were alcoholics and drug addicts. Going to college. Getting advanced degrees. And I kept in touch, and these kids did very, very well professionally. I worked at a community college where the kids were overwhelmingly Black, from poor urban areas in one of the poorest cities in America. They were getting degrees in computers, in business, and they were doing fantastically in their classes. I have a friend who's a very poorly paid janitor whose daughter went through law school, passed the bar exam and became a successful lawyer. No, not on grants and loans and 'handouts'. She earned academic scholarships through academic excellence, and he paid for the rest of it.
So change 'the world is going into the toilet' into something a wee bit more realistic.
So what do you do about these problems? You do what good people have always done, which is getting involved and helping - mentoring in the prisons, in the juvenile detention centers, even on your street to your trouble neighbor, not sitting around complaining about 'Those People' on an internet bulletin board.
But it is so much easier to sit around and complain about 'them', isn't it, and so much support for it on the internet.

The generalization about kids and parenting has gotten out of control too. Kids aren't any worse that they ever were. Wally and Beaver and all the kids on those silly shows from the 70's aren't real. Just because people are a little more enlightened about the drawbacks of corporal punishment, doesn't mean they are bad parents. None of us know what is happening in other peoples lives. I'm much more concerned about what some parents are teaching their kids about other people and the lack of empathy I see in many adults.

Once again you are a light in the darkness. Personally, I wouldn't want to live in a world where the government got the say who was "suitable" for reproduction. My parents certainly wouldn't have qualified.
As for the kid throwing dirt. Yes it was stupid. Was it the parent's fault, probably not. All the stupid stuff I did as a child was despite my parents best efforts.

I decided this was a good place to bring this up again. Children of every socio-eco group need structure. I'm afraid that our lives are so distracting that we forget this, for ourselves too.
I deal with juvenile delinquents in court; the ones that have committed felonies. I can tell you from experience that there are some with the most loving, caring parents. Some children are beyond what we are discussing here.
