I have a Dominicker rooster that has yet to crow. We bought him in April and it looks like he’s full grown, being that he is only slightly smaller than my older girls, but he hasn’t crowed at all yet? Is it still too early? He had the feathering of a male bird.

I’ll attach a photo that was taken in August of this year.

Most of my roos start at around 3-4 months.
Ginger however, 6 months old, his girlfriend has strated to lay, not even a peep out of Ginger. I hope he never crows!
Some roos are just late developers, and your little roo still looks quite young. Give him more time
 
Short answer... When they feel like it. Chickens never do anything on a schedule. They just do them when they decide it's time. Not really a helpful answer, but it's accurate 🤷‍♂️
