If you keep the dog confined to a safe place to have her puppies, there's a chance the owners may complain that you "stole" their dog.

But if you set up a safe place where she can freely come and go, and she chooses to have puppies there, then it's really their fault for not keeping the dog home.

And depending on how observant the neighbors are--if they say she's not pregnant, and if she has the puppies on your property, they may never even know about the puppies unless you tell them. (Whether to tell the neighbors would be a decision for yourself and your parents.)
I agree your right, the owners will complain their dog is being stolen but I don’t think there’s anything wrong with “stealing” an abused dog. Maybe it isn’t physical abuse but it is still abuse. JadeFarms is taking this dog out of the abuse of neglect, and giving it a safe place to give birth to puppies that will hopefully have a better future.

I fully agree though, that the owners are responsible for letting the dog come to OP and allowing that to happen.

I'm not addressing whether it's "wrong" in a moral sense, just what happens if someone gets a lawyer or police involved.

Helping an animal in need is a good thing, but getting in trouble for "stealing" a dog is not a good thing.

If OP always leaves the dog free to come and go, and the owner does not confine the dog at home, then hopefully the dog can be helped without any people getting in trouble or angry about it.

Depends on how observant they are.

This is my neighbors dog... She’s pregnant (and they say she isn’t.

There's some chance the actual owners may never even notice that she was pregnant, gave birth somewhere else, and raised the puppies. It will depend a lot on how often she usually comes home, and how much attention they pay to her.

If the owners really don't notice, I might not bother to tell them.

If the owners do notice and ask for the puppies back, it's probably reasonable to ask them to pay for the feeding/care of the puppies up to that point (or maybe offer to keep the puppies instead of being paid.) Of course, that only works if OP's parents agree.
 
She sticks around all day and they don’t seem to notice. She just goes home at feeding time and at night to sleep there. They don’t bring their dogs to vets so they won’t do that. The other dogs over there that have given birth found a random spot in the yard (for example one went under a trailer). They also don’t get helped.

She’s young, has never had puppies and got pregnant right as she got her first “period.”

They have about 4 male dogs and2 females. I know all the males are unfixed. Not sure about the other female.
Nala (pregnant dog) is the daughter of one of the males and the sister of the other 3, her siblings got her pregnant. The neighbors said “she can’t be pregnant we put her up” even though I’ve even seen her out when she was on her “period” which really upset me.
