white rooster

i was just sitting here typeing on byf and looking out the window. a car past by and as i was watching, thru out a white rooster. the person in the car called out "don't say i never gave you anything" and then sped away. don't know what kind only that it was a white roo.

it a white roo still alive. in very bad condition. very skinny, its legs and feet look bad. the skin on the pad and between the toes is coming off, and one toe is black. it is very pale too. heres some pics.

how do i even start? do i deal with the filth or the peeling skin on his legs or feed him or medicate him? how do i fix the peeling legs and feet?
