I remember this...it's possible, can depend on attachment.
I have seen 2x4 welded wire with welds broken by coon and canine too tho.
Nothing is totally predator proof.

Attachment and it helps to run double wire as in HC beside welded wire. Hubby hates me for this but I am slowly doubling all wire and making sure all skirts are HC. Duck pen will have chain link fencing(a freebie) lined with HC at least halfway up. I'm thinking this may make it close to impossible to get through. But there is an over achiever in every crowd.
 
I'm with @Birdydeb. I feel like a very securely attached 2 layer combination of wire is the best bet on keeping the bad guys at bay. Also agree with @aart that nothing is going to be totally predator proof in every situation but the layered wire is going to be pretty tough to overcome.
