Your temp is fine and chicks will hatch at 99 they just take longer. Normal incubation temps are 99.5-100. A chickens internal temp when broody is 104-105.

sorry I didn't mention earlier. I cook mine at 101.5

I have another order of the BLRW and SLW coming in April..than my Easter hatch. I should be good for a while. I will need to hatch out about 80 meaties in April and 80 in May to be ready for 7 miles fair. Than done till after July. I hope it goes as well as last year. I do not like taking them in July..it is so darn hot. If we have a mild summer and it is not as hot a last year I might do a June hatch. I only have three Cornish pullets. I don't like pushing them so hard in the heat.
 
I would not be a good helper. I have no experience with hatchery chicks. I m sure many on here have much more knowledge than I do with breed guesses.
