I hate waste too, but putting them into the compost is not wasting them. You're making dirt.

I think keep that far, far away from any birds. Overheated teflon coated fry pans kill household birds like parakeets and such. There is no legitimate reason a new pan should leach chemicals under ordinary use. Personally, I would take the pan back and complain. Also, a basic OSHA guideline I ran across states that if the chemical is detectable to the nose, it is probably way too high a concentration to be safe.
