Is bedding not good for them?
some people do ok with shavings or pellet bedding from day 1....but definitely be more careful especially to avoid wetness. my first batch, I tried to brood same as i had my chicken chicks and unfortunately these guys are a little different in their “dumbness” to put it simply.....
 
Are you sure your turner is working properly? If you turned by hand this time, maybe it is something with the turner? Or the humidity since you had different humidity levels this time? You could experiment and try hand turning and dry hatch with chicken eggs and see if you get better results.
Yeah I’ve sat out there and watched it just to make sure and it always worked as for humidity I always kept it around 50 and bumped up to to 70 to 75 come hatch

Well I just bought some marbles and put them in their water.
 
i have no doubt you will be closely monitoring them!!! it’s difficult with these little cuties to keep your eyes and hands off them especially with first hatch!!! :love
My wife is even in love with them she stuck her hand in the incubator and grabbed one and promptly to a picture to post to Facebook hopefully I’m igniting a quail addiction in her
 
With the chickens I hatched I would get very low hatch rates on shipped eggs I was beginning to think there was something wrong with my process but this hatch proves to me at least that my process is just fine only thing I did different was a dry hatch and left the turner out and turned by hand
The turner motor can generate heat, which could throw off the hatch. Dry hatch might have helped more too. Only way to know for sure is to hatch more birds :D
