I’m not an expert AT ALL, and have never hatched quail before. But I think, you may want to take just a little more off and see what happens

I think I see some blood vessels still there. If so, id give it some time before peeling off more shell..

I saw him open his mouth once, he could still be absorbing everything, which would explain the blood vessels i saw in the pics. Do you see them or no?

He's good then. Keep the membrane moist with Neosporin or coconut oil and let him rest. He's a slow poke.
