Uh ho...

You need to seperate this one asap so the others don't bust the sac. A tall dish of some sort, that will fit in the bator, with a paper towel in it may help confine it.

I don’t really know anything about quail but that doesn’t look good.

Keep it in the bator.
Confined/protected from others.

I have seen them recover on their own. Just wait.
Leave it be and wait.
