Without any water added to the incubator, the humidity in the incubator cannot be as high as the humidity in the room it is located. This would seem to indicate that your hygrometer is giving you a false reading.
 
I swear I suck at this.
don’t beat yourself up....it takes a while and still difficult (especially in pics) to tell some that are only separated by subtle differences. it took me a long time to figure out rosetta and autumn amber for sure!!

I agree...there is not way the humidity inside the bator can be higher than what it is in your house.
The heat from the bator knocks it down.
Get a new one and salt test it.
