I only have 3 and they haven't made too much of a mess so far. I'm using pine shavings for them and they're actually not as bad as chicken chicks. Chicken chicks go outside in the shed brooder, but these 3 quail I've been able to tolerate them. I clean everything every other day and fluff up their bedding.Depends on how many birds and the size of the brooder.
Ah, let's be honest. They start to stink fast, so you're going to be cleaning it every day, every other at the very least.
