You do not need air holes for shipping eggs.
I think she means holes in the styrofoam to put the eggs in.
Let me clarify....
The ValleyVet box I suggested is tightly lined with styrafoam sheets like an ice chest. This probably breathes some. This type of set up would offer some protection from the cold...might be improved with a hand warmer.
A completely sealed Yeti chest might Be too air tight.

IMO eggs are living breathing entities that need oxygen even in transit. They suffer when wrapped tightly in bubble wrap and tape. Hatching eggs get roughed up enough in mail transit as it is and the lack of air affects hatch too.

Quail eggs are more easily broken than chicken eggs...so care should be taken to protect the eggs and provide the best air circulation as possible.

Sponge foam sheets with holes cut for the eggs would help cushion the eggs and offer some insulation against quick temperature changes. But could cause a problem using a hand warmer unless an area is provided to house it safely in the box.

There are products like shredded/crinkled cardboard sheets that could be included to insulate and further protect from jostling the eggs.

I agree. I don't think those heat lamps give them the opportunity for their little bodies to adjust to environmental temps, which I think slows down their growing. I don't have any scientific data that proves that but from my limited experience that I have had so far, it seems to work out that way. And I don't like how hot they get. Our heat plate doesn't use much in the way of electricity either so that is another nice thing. It works for us.
A mother hen in winter allows her chicks to move beneath her feathers for warmth, but encourages them to move about exploring and foraging ...experiencing frigid temperatures. They thrive and feather quickly.
