6 week old duck not eating there own food

well they will only eat cat bicuits soaked in water i know they arnt getting what they need the food is for cats not for ducks but how do i change this habit. tryed to starve them for 3 days with only starter duck food there will was stronger than mine in this cold weather better they eat cat food than notihng so here i am wanting help and advice and will this in the long run be unhealthy for my runner ducks for my ducks cat food is like crack you should see them running to me to get some they usually run the opposite way.
must ad this is my first succesful hatch so am new to all this all that reading and it still does not prepare you lol
oh amd how they got the cat food in the first place was supplymenting quail food and they were nicking it (i thought the quail ate alot) and i use to use it as a treat in water.

try mixing the duck starter with the cat food(soaking it in water) and graudually decrease the cat food, maybe you can fool them like that.
